To enable product reviews: Config > Catalog Settings > Product Reviews

Once you have product reviews enabled, you can view reviews at Marketing > Other Tools > Product Reviews

If you have "Moderate Product Reviews" enabled, then you will have to approve reviews before they can be viewed on the product page.  To approve reviews, you simply need to click the "Approve" button under the appropriate review.  You also have the option to edit and delete reviews.
